Welcome and introductions

Kim McCarron, Manager, Provider Outreach and Education, welcomed everyone to the Provider Outreach and Education Advisory Group (POE AG) teleconference meeting. All participants introduced themselves and identified the organization being represented.

Review of action items from 05.13.08 meeting

Kim reviewed the action items from the previous meeting – all were completed. She spoke about the specialty needs and the enhancements we have made on the Web site, the topics for ACTs, and that we will hold a webcast on the Coding of Inpatient Cost Outlier at an intermediate level in October.

Web site update

Mark Willett reported on the Web site and the updates we have been adding per the feedback from the provider community. These include:
Specialty pages – As a direct result of feedback from members of the POE AG, new pages are being created for Ambulance; Hospitals; Oncology; Rehabilitation Services; Rural Health Clinic (RHC), and Skilled Nursing Facility (SNF). The participants were excited to hear about the Specialty Resource Link pages. Kim indicated FCSO will next review those pages already in existence to update and enhance the content.
Regular schedule for eNews distribution - Routine eNews are now created every Monday, Wednesday, and Friday, with additional notices on Tuesday and Thursday when necessary. Members had positive response to this – seeing quicker notifications from FCSO.
Fee Schedule page enhancements - The Web site team is working to identify and implement enhancements to the Fee Schedule section of the Web site, with the goal of making this critical information easier to navigate.
MLN Matters articles – Each MLN Matters article now has a link to take the user directly to the full article on the CMS Web site.
Text resize function - Members indicated they like this option, especially the ability to view the pages in a larger font size.
Search change – Search default is now the FCSO site, rather than both the FCSO and CMS sites. Users still have the option to choose both sites for search results.
LCD look-up by FCSO number - This page on the FCSO Medicare Web site will be retired. The link will take the user to the CMS Web site for the LCD/NCDs. FCSO has tentatively scheduled a webcast for 09.10.08 to review this change. Participants indicated the change would not have an impact on users.

Learning Management System (LMS) and Web-Based Training modules (WBTs)

Sharyn Moreland reported on the LMS and WBTs. FCSO is currently working on repurposing the 31 existing WBTs to enhance the user experience. Each WBT course is reviewed every 90 days to ensure the content is accurate and up to date. Last date of updates to course content will be identified for users. The following are topics submitted by POE AG members prior to the meeting.
Pop-up blockers – Some users are experiencing problems due to pop-up blockers when accessing content in the LMS. This is not something FCSO can control. Users must work with their IT department to resolve.
CEUs – FCSO’s current vendor for CEUs requires a minimum of one hour for training. We are working to combine related WBTs into curriculum where appropriate to enable the pursuit of CEUs for additional WBTs. We are also working to break longer WBT courses into modules to enable users to complete shorter sections when time is available and return to the WBT for remaining parts of the WBT. For example, the existing E/M WBT is being reworked to encourage users to complete the entire course.
New WBTs – Two new courses will be made available to Part A users - Appeals Part A and CPT.
Kim encouraged members to share with their peers the work FCSO is accomplishing and encourage them to take advantage of these educational opportunities.

Provider Contact Center

Ethel Miranda reported on the training times for customer service representatives (CSRs), which is scheduled for Fridays from 2:00-4:00 p.m. She stated this schedule will continue in FY2009.
Ethel gave a brief report out on the specific comments within FCSO’s 2008 Medicare Contractor Provider Satisfaction Survey (MCPSS) related to PCC CSRs. Many respondents commented on the need for better job training for the CSR staff. Ethel solicited topics from the members and stated FCSO is required to inform CMS of training topics by the 15th of each month. Members did not identify any specific topics during the meeting. Ethel asked that members include this information in their Meeting Reaction Forms after this meeting.
IVR Enhancements:
07.01.08, FCSO implemented enhancements to enable providers to obtain status of enrollment application.
08.11.08, provider will be able to obtain information on the “Overlap rejects.” When choosing this option, providers will obtain the provider number of the skilled nursing facility (SNF), hospice, or home health agency. The attendees seemed very excited about this change. Ethel asked members to try this on Monday and send feedback they may have.
Status of Appeals – we have an interim fix for the next 60-90 days. CSRs can work with providers to provide a list of the current appeal claims and mail them to providers with the status. FCSO is working to create the lists at least two times each month.

2008 MCPSS (Medicare Contractor Provider Satisfaction Survey)

Kim delivered a high level overview of FCSO’s 2008 MCPSS results. There were 730 Part A responses.

Amount of training education available. FCSO is in the process of developing more WBTs, identifying and implementing Web site enhancements, and adding more topic-specific webcasts and teleconferences delivered on a more frequent basis.

Communication of changes
Member recommendations
Enhance marketing of all educational opportunities. Members recommended FCSO make it very clear that offerings are, in fact, education. And, when appropriate, make it clear events are free of charge. This should help to grab the attention of customers who receive solicitations from a variety of organizations that offer education.
Clearly communicate to customers that FCSO does not develop or provide education related to the Medicare Advantage program. This may be an assumption some providers make, resulting in negative impact to perception of FCSO’s services.
Make links to LMS (Online Learning) more prevalent. Users may not know what eLearning is.

Topics for upcoming ACTs

Kim reviewed the list of upcoming educational events. She again stated FCSO will offer a 10.15.08 webcast on Coding of Inpatient Cost Outlier Claims as an intermediate course, along with webcasts on the RAC in August and on the IVR in September.
The following were identified by members of the group as additional topics:
Rehabilitation Services – specific to new provider staff members. FCSO will host events in October and November for Rehabilitation providers, and will work to integrate education specific to new staff members.
Kim requested that members identify additional topics on their Meeting Reaction Forms after the teleconference.

Next POE-AG meeting/teleconference

This meeting is the last official meeting of the members for this year. Kim asked that members watch FCSO’s Web site for information on the membership drive for FY2009.

Follow-ups

Enhance marketing of educational offerings – on the Web site overall and through event announcements and invitations. Free, log in any time, CEUs, listing of WBTs as part of event listing, etc.
Continue enhancements to existing and new Specialty Resource Link pages.
Proactively announce Web site enhancements when they are made to ensure customers have awareness of new features and see the improvements made in response to their feedback.
Search Help/Tips
